But seriously, I feel dumb for not making the connection. I see that flag a lot around my neighborhood, and every sign that’s not in English (nearly half of them) is in Vietnamese.

That flag ceased to exist (officially) when Saigon fell in 1975. It was replaced by the flag of the Vietnam, a gold star on a red field. You still see the old Republic of Vietnam flag (your photo) flown in the US (and elsewhere, presumably) by South Vietnamese refugees. The flag also serves as the ribbon for the Vietnam War Service Medal awarded to all members of the US military who served in Vietnam.
